Warner Draw Watershed (Sponsor=Washington County)

The project is funded through authority of the Watershed Protection and Flood Prevention Act.

Project Description

The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with Washington County as the project sponsor, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the Warner Draw Watershed and Flood Prevention Operations Project (Project) in Washington County, Utah. The Warner Draw Watershed covers an approximate 298 square mile area. Alternatives are being developed at five sites within the Warner Draw Watershed to:

  • Site 1 (Main Street Debris Basins): Reduce flooding to Washington City caused from stormwater runoff from the drainage area upstream of N. Main Street.
  • Site 2 (Seegmiller Marsh): Enhance riparian habitat around Seegmiller Marsh to benefit the health of the Virgin River and the aquatic/terrestrial species using the river corridor, including Endangered Species Act-listed species. Provide riparian health educational opportunities and conserve and develop recreation and scenic resources.
  • Site 3 (Y-Drain): Improve conveyance efficiency, reduce flooding that could occur from overtopping of the open sections of the Y-Drain, improve public safety, and extend public pathways.
  • Site 4 (Warner Valley Disposal System): Improve conveyance efficiency, reduce flooding that could occur along the system from capacity deficiencies, improve public safety, and extend public pathways.
  • Site 5 (Hurricane Water Efficiency): Improve irrigation water delivery efficiency for flood irrigation systems that would conserve water and use water savings to support Virgin River water quantities. 

 
NEPA Analysis

NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a Supplemental Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this Project. The Plan-EA will comply with the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 which require an evaluation of potential environmental impacts associated with federal projects and actions.

Current Status

A Draft Plan-EA review and comment period was performed for the Project and the comment period ended on February 14, 2022. NRCS completed the Final Plan-EA for the Project and has issued a Finding of No Significant Impact (FONSI). The Final Plan-EA and FONSI can be downloaded from the Project Documents section below.
