Project Description
The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with the Weber-Box Elder Conservation District (WBECD) and North Ogden City as the project sponsors, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the North Ogden Watershed and Flood Prevention Operations Project in Weber County, Utah. Improvements are being proposed within the North Ogden Watershed to 1) further the conservation, development, utilization, and disposal of water, 2) prevent flood damages, and 3) further the conservation and proper utilization of land.
The purpose of the Proposed Project is water efficiency and flood control. It addresses irrigation-water delivery and floodwater concerns by creating a storage reservoir and improvements to floodwater conveyance systems to regulate floodwater and to improve irrigation delivery efficiency. The Project would use federal funds to create a 42.5-acre-foot reservoir that would be used for irrigation water management and floodwater detention. The irrigation water regulated through the basin and pump system would serve portions of North Ogden City, Pleasant View City, and Harrisville City, covering approximately 2,753 acres. Recreational components of the project would include open space, a walking trail, pavilion with restrooms, playground equipment, pickleball court, and a parking area.
NEPA Analysis
NRCS, as the lead federal agency, is conducting a National Environmental Policy Act (NEPA) analysis in the form of a new Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 which require an evaluation of potential environmental impacts associated with federal projects and actions.

The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), Weber-Box Elder Conservation District and North Ogden City announce the availability of the Final Watershed Plan and Environmental Assessment (Plan-EA) and Finding of No Significant Impact (FONSI) for the North Ogden Watershed and Flood Prevention Operations Project (Project) in Weber County, Utah.
