Public Notice of Availability
The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with the Duchesne County Water Conservancy District (DCWCD) as the project sponsor, announce the availability of the Draft Watershed Plan and Environmental Assessment (Plan-EA) for the Duchesne County Water Efficiency Project (Project) within the Eastern Duchesne Watershed in Duchesne County, Utah. This project is partially funded through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566). The Project proposes agricultural water management improvements at seven (7) locations within the Eastern Duchesne Watershed in Duchesne County, Utah.
Project Description
The Duchesne County Water Efficiency Project (Project) is in east central Duchesne County, Utah. The purpose of the Project is to provide agricultural water management improvements for irrigation water delivery efficiency and water conservation in the existing irrigation systems of the Eastern Duchesne Watershed. There is a need to reduce water loss, improve system reliability and safety, expand the system to meet existing user water rights, provide pressurized irrigation capabilities, improve water quality, and reduce problematic and costly operations and maintenance issues in the current systems.
NEPA Analysis
NRCS, as the lead federal agency, has prepared a Plan-EA to analyze potential impacts to the natural and human environment from this project. The Plan-EA also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PRG, 2018). The Plan-EA has gone through review by the State NRCS, National Watershed Management Center, and the National NRCS Headquarters, and is now available for public review and comment.
Current Status
The project is currently in the Draft Plan-EA stage and the public, organizations, and agencies are invited to provide comments on the preferred alternative and potential impacts.
