Gould Wash Flood Protection (Sponsor = Washington County)

Project Description
The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), with Washington County and Hurricane City as the project sponsors, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the Gould Wash Flood Protection Project (Project) within the Warner Draw Watershed in Washington County, Utah. Proposed project measures are being developed to reduce flood damage to Hurricane City from Gould Wash.
NEPA Analysis
NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis to analyze impacts to the natural and human environment from this Project. A Supplemental Watershed Plan and Environmental Impact Statement (Plan-EIS) is being prepared to comply with the U.S. Department of Agriculture (USDA) NEPA requirements at 7 CFR Part 1b. The U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, and the Bureau of Land Management are cooperating agencies in preparation of the Plan-EIS.
Current Status
The Project is currently in the Draft Plan-EIS review period and interested parties are invited to review and provide comments on the Draft Plan-EIS. A public meeting will be held from 6:00 to 7:30 PM on Wednesday, October 22, 2025, at the Hurricane Community Center (63 South 100 West, Hurricane, UT 84737), to provide Project information, answer questions, and collect comments (see the Draft Plan-EIS NOA for more information). The Draft Plan-EIS Notice of Availability (NOA) and Draft Plan-EIS can be downloaded from the Project Documents below. Comments on the Draft Plan-EIS can be submitted anytime during the open comment period starting September 2, 2025, and ending on November 6, 2025.
