Project Description
The United States Department of Agriculture Natural Resources Conservation Service (NRCS), in cooperation with the project sponsor, The City of Trinidad, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the Fisher Peak - Carbon Arroyos Dam FPC-2 Rehabilitation Project in Las Animas County, Colorado.
Project Overview
The City of Trinidad in partnership with the Soil Conservation Service (now the Natural Resources Conservation Service) completed the Fisher Peak - Carbon Arroyos Flood Protection Project in 1962, which included building two flood control dams and a diversion channel. The purpose of the proposed project is to extend the life of flood control dam FPC-2 by replacing components of the Principal and Auxiliary Spillways and internal seepage control structures that have exceeded their original design life.
NEPA Analysis
NRCS, as the lead federal agency, has published the required National Environmental Policy Act (NEPA) analysis in the form of a Supplemental Watershed Plan and Environmental Assessment (Plan-EA). This Plan-EA complies with the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 which require an evaluation of the potential environmental impacts associated with federal projects and actions.
Current Status
The Final Plan-EA is complete, and NRCS has published a Finding of No Significant Impact (FONSI) for this project. An electronic version of the FONSI and final Plan-EA are available here:
