The USDA Natural Resources Conservation Service (NRCS) invites comments from local residents and other interested entities on the draft rehabilitation plan environmental assessment for the Blakes Creek – Armour Creek Site 7 Dam. This is an earthen embankment located in Nitro, West Virginia. The dam was designed by NRCS and constructed in 1970 as a high hazard class dam. The dam has provided flood protection for over 54 years for downstream property and infrastructure. However, the dam does not meet current safety and performance criteria.

NRCS built the original structure in cooperation with City of Nitro, Capital Conservation District, Western Conservation District, and the West Virginia Conservation Agency (referred to as sponsors). The agency then worked with these sponsors to develop the plan for the rehabilitation of the structure.

NRCS Small Watershed Program funds will cover $14,848,300 of the estimated $21,311,00 in total project installation costs. The remaining $6,462,700 will come from non-federal funds.
Current levels of flood protection downstream will be retained and the rehabilitated structure will have a new life expectancy of 100 years from the construction completion date.
