Project Description
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS), with Rich County as the project sponsor and Woodruff Irrigation Company as co-sponsor, is preparing a Watershed Plan Environmental Assessment (Plan-EA) in Rich County, Utah to address water resource concerns.
The purpose of the project is to improve agricultural water management and conserve agricultural water by reducing water losses in an aging delivery system and reduce maintenance requirements.

Current Status
- Scoping was completed in June, 2021. Public and agency comments were received during the public comment period from June 1 to June 30, 2021.
- The project team and project sponsors are currently developing alternatives that effectively meet the purpose and need for the project and address concerns that were brought up during scoping. The project sponsor initially evaluated proposed project components and project purposes eligible under the Watershed Protection and Flood Prevention Act, including improvements at nearby dams in order to: improve agricultural water management; reduce flood risk; and provide/improve recreational opportunities. Due to the overall cost, improvements at dams in the watershed are no longer being considered as part of the Plan-EA at this time.
- The Draft Plan-EA is ongoing. The biological and water resources assessments are drafted and the findings will be incorporated into the Draft Plan-EA. A cultural resources assessment will be completed in the Spring of 2022.

NRCS will hold a public scoping meeting as part of the Watershed Plan Environmental Assessment (Plan-EA) to provide information about the conceptual design of the proposed project and to collect comments. The public is invited to attend the scoping meeting to learn more, ask questions, and submit written comments. A brief presentation will be provided prior to a question and answer session. The meeting is being offered in-person, as well as virtually.
