Lower Price River Watershed Plan-EA Sponsor = UT Division of Wildlife Resources

Project Description

The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), with the Utah Division of Wildlife Resources as the project sponsor, is proposing the Lower Price River Watershed Improvements Project in Carbon and Emery Counties, Utah, under authority of the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566). Improvements are being proposed within a portion of the Lower Price River Watershed in Carbon and Emery counties. The main objective of the project is to implement local water management solutions that will sustain farmlands and agricultural operations, provide flood protection, improve fish and wildlife habitat, and enrich rural economies in the area. The principal feature of the project is improving the storage capacity and dam safety of Olsen Reservoir. Other project features include constructing flood protection structures along the Carbon Canal and a new water delivery system to Olsen Reservoir. Other project features include constructing an irrigation pipeline along the Carbon Canal, fencing improvements within the watershed, and a new water delivery system to Olsen Reservoir.

NEPA Analysis

NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a new Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the Council on Environmental Quality's regulations at 40 CFR Parts 1500-1508, which require an evaluation of potential environmental impacts associated with federal projects and actions.

Current Status

The public scoping period has concluded. All public scoping comments have been considered, and the project is currently in the draft Plan-EA development phase. The NRCS will notify the public when the draft Plan-EA is available for review and comment.

The Public scoping meeting was held on Wednesday, August 28, 2019 from 5:00 p.m. to 7:00 p.m.
