Hobble Creek Watershed (Sponsor = Springville City)
The project is funded through authority of the Watershed Protection and Flood Prevention Act.
Project Description
The U.S. Department of Agriculture Natural Resources Conservation Service (USDA-NRCS), with the assistance of Springville City as the project sponsor, is proposing improvements within the Hobble Creek Watershed in Springville, Utah, under authority of the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566). Improvements are being proposed along the lower reach of Hobble Creek, primarily between Main Street and I-15 in Springville City. The main objectives of the project are to improve flood control, enhance and protect fish habitat, and improve public recreation.
NEPA Analysis
NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a new Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the Council on Environmental Quality's regulations at 40 CFR Parts 1500-1508, which require an evaluation of potential environmental impacts associated with federal projects and actions.
Current Status
The public scoping period has concluded. All public scoping comments have been considered, and the project is currently in the draft Plan-EA development phase. The NRCS will notify the public when the draft Plan-EA is available for review and comment.
Public Scoping
The public scoping period began October 13, 2021, and ended on November 12, 2021. Written comments were accepted during the open scoping period.
USDA-NRCS and Springville City held an online public scoping meeting on October 28, 2021, in English and Spanish languages to provide information about the proposed project and gather comments. Springville City held a public open house event at the Springville Civic Center on November 4, 2021, to allow the public to attend in-person, discuss the project, and submit comments; the open house event had a Spanish interpreter in attendance.
