ACTION: Notice of Availability of Draft Environmental Assessment

SUMMARY: The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) gives notice that it has prepared a supplemental plan and draft Environmental Assessment (Plan-EA) in compliance with the National Environmental Policy Act (NEPA) the proposed rehabilitation of PA-602 Hamilton Lake Dam of the Marsh Creek Watershed, Tioga County, Pennsylvania.  Written comments may be directed to Ms. Heather Smeltz, Civil Engineer, USDA-NRCS, 359 East Park Drive, Harrisburg, PA  17111.  All written comments must be received by November 26, 2018.

Marsh Creek PA-602 Hamilton Dam Draft Plan-EA

SUPPLEMENTARY INFORMATION: The NRCS has been asked to rehabilitate PA-602 Hamilton Dam to full state and federal standards. This Environmental Assessment (EA) analyzes possible alternatives and document the environmental impacts of each, including: future-without-project, decommissioning the dam, relocation or flood-proofing below the dam, and rehabilitation of the dam.   This EA is also being prepared to determine if the NRCS’s decision regarding rehabilitation of Marsh Creek PA-602 Hamilton Dam would constitute a “major federal action significantly impacting the quality of the human environment” requiring an Environmental Impact Statement under the National Environmental Policy Act (NEPA).
