Civil Rights Impact Analysis (CRIA) examine the Civil Rights implications of proposed agency actions related to management, program development and delivery, and decision-making.  Performance of this analysis is directed by Departmental Regulation (DR) 4300-4, which requires agencies to identify, evaluate, and address the Civil Rights implications of policy actions before the actions are approved and implemented. 


The objectives of the CRIA procedure are to:

  • Ensure compliance with Civil Rights statutes, Federal regulations, and USDA policy on discrimination.
  • Prevent disparate treatment and minimize adverse Civil Rights impact caused by, and that have the purpose or effect of discriminating against protected group members.
  • Ensure fair and equitable service to USDA/NRCS employees and beneficiaries of Federally assisted and Federally conducted programs and activities.
