Skull Valley Watershed (Sponsor: Tooele County)

Project Description

The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with Tooele County as the project sponsor, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the Skull Valley Watershed Project in Tooele County, Utah. Improvements are being proposed within the Warner Draw Watershed to 1) prevent flood damages, 2) further the conservation, development, utilization, and disposal of water, and 3) further the conservation and proper utilization of land.

NEPA Analysis

NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a Supplemental Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 which require an evaluation of potential environmental impacts associated with federal projects and actions.

Current Status

The NRCS and project sponsor have identified measures to protect the Skull Valley Reservation from future flooding due to a fire in the Indian Hickman Canyon, which was followed by a 2013 flood event. Indian Hickman Canyon is located upstream of the reservation. Project measures include berming upstream of the village, improve drainage around the village, replacing a waterline from a canyon spring source, and upgrading an existing irrigation stock watering pond. The project team is currently developing the Draft Plan-EA for the NRCS, project sponsor, Skull Valley Reservation, and stakeholder review.
