North Ogden Watershed (Sponsor = Weber-Box Elder Conservation District)

Project Description

The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with the Weber-Box Elder Conservation District (WBECD) and North Ogden City as the project sponsors, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566), the North Ogden Watershed and Flood Prevention Operations Project in Weber County, Utah. Improvements are being proposed within the North Ogden Watershed to 1) further the conservation, development, utilization, and disposal of water, 2) prevent flood damages, and 3) further the conservation and proper utilization of land.

Federal funds are proposed to be utilized to construct a detention basin, storm drain piping, irrigation reservoir, pump station, and community recreation facilities. The detention basin would be a 22-acre-ft basin with a controlled outlet. The irrigation reservoir would be a 14 acre-ft storage basin, which would supply the pump station. The pump station would consist of three 100 Hp pumps and one 50 Hp pump, which would serve portions of North Ogden City, Pleasant View City, and Harrisville City, covering an area of approximately 2,900 acres. The pump station would be used to meet WBECD’s irrigation requirements. Recreation amenities would be included in the construction of the detention basin, which would include 0.5 acres of sandy beach and 2.3 acres of open water recreation area. The facility would provide 62 parking stalls with restroom and bowery amenities.

NEPA Analysis

NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a new Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 which require an evaluation of potential environmental impacts associated with federal projects and actions.

Current Status

The project is currently in the Scoping Phase and the public, organizations, and agencies are invited to provide comments on the proposed project.
