DETAIL OR TEMPORARY PROMOTION OPPORTUNITY – Assistant Director for Programs, PIA

The Natural Resources Conservation Service (NRCS), Pacific Islands Area (PIA) is seeking an individual to serve up to a 120‐day detail or temporary promotion assignment as the Assistant Director for Programs.  The incumbent filling this position has responsibility for the coordination, direction, and evaluation of program activities covering the State of Hawaii, and the territories of American Samoa, Guam, and the CNMI. This position will be in a PIA Office, and directly supervised by the Director, Pacific Islands Area.  The target date for this assignment is Monday, January 7, 2019, not to exceed 120 days.  Applicants interested in filling this position for 120 days must be eligible for a GS‐13 and qualified in Series 0401. Salary, benefits, and travel expenses will be paid by PIA. A temporary promotion is associated with this detail. If the applicant applies for the detail, then lodging and travel is authorized. If the applicant applies for the temporary promotion, lodging and travel is not authorized. For more information on the detail process, see attached National Instruction.

Duties will include but are not limited to:

  • Serves as the conservation program and Farm Bill state expert for direction to program managers and specialists in conservation programs and related technical disciplines.
  • Serves as consultant on programs to Service personnel, other Federal, state and local governments, as well as local sponsoring organizations.
  • Provides guidance to the Assistant Director for Field Operations and district conservationists in developing support and understanding of programs and activities.
  • Directs efforts for carrying out Service responsibilities for public participation in all programs.
  • Provides direction for the development of program plans including the establishment of clear objectives, identifying work priority areas, and directing and gathering and analysis of data so the various phases of planning, application, and contracting will be accomplished in a suitable and timely manner.

Desired Qualifications:

  • Must qualify for a GS‐0401‐13.
  • Team focused with experience managing and working with NRCS clients and field staff to address resource concerns in the field.
  • Customer‐service focused with the ability to work cooperatively and effectively with others, both inside and outside NRCS.
  • Knowledge, skill and ability in defining, scoping and managing projects. Ability to manage time, workload, and budgets, make decisions, set priorities, and lead professional staff to meet deadlines, deliver products and services, and otherwise carry out projects.
