Eastern Oregon Wildfire Emergency Stabilization

Project Description

The purpose of this conservation implementation strategy is to ensure conservationists are ready and able to respond to post-fire disasters across eastern Oregon’s varying landforms and ecological sites. Once again in 2020, tens of thousands of acres of eastern Oregon forest and range lands were consumed by catastrophic wildfires. Due to extreme fire behavior, unprecedented landscape scale, and wind events, the impacts to forest and range has been widespread and destructive.

Events following the damage from fires can be detrimental to the watershed, rivers, water quality, and long-term recovery of these landscapes. Immediate response is necessary to aid in soil stabilization, public safety, and a path to restoring ecosystems. Responding quickly after a fire and offering select practices may offer a long-term solution to address the long-lasting impacts of high intensity fires. The suite of practices is aimed at providing private landowners the tools to immediately stabilize the soil in impacted areas, hazard tree removal, seeding and/or mulching to begin rehabilitating the soil.

Partnership with Burn Area Emergency Response (BAER) scientists and local land managers will ensure the right treatments are applied for the greatest impact to the most vulnerable areas. Attention will be focused on projects where short-term natural recovery is unlikely and detrimental effects would result in irreversible impacts. Future restoration of burned lands will be assessed at the NRCS Service Center level with coordination of clients and partners.

Eligible land includes forest, range, and associated agricultural land.

Screening Questions

  1. Is the application for an incident that was declared an FMAG‐FEMA Fire Management Assistance Grants fire during 2020 fire
  2. Is the applicant in a high or moderate/high burn severity area identified by BAER ‐ burn area emergency response team analysis, state soil scientist, or rapid assessment?
  3. Is the applicant engaging in forest management, ag production, or have land with primary purpose of wildlife habitat?

    If YES to all 3, then HIGH priority.

  4. If the property is located outside the declared FMAG areas, then LOW priority.

Ranking Criteria

  1. Are you an agricultural producer or engaged in forest management, growing trees for future harvest?
  2. What is the location of the proposed site in relation to surface waters? (Answer only one)
    i. Proposed project location is directly adjacent to perennial streams.
    ii. Proposed project location is adjacent to seasonal streams or directly up slope from perennial streams where the vegetation has also been removed. There is no remaining vegetation to function as a filter for potential runoff.
    iii. Proposed project location is not directly adjacent to a seasonal or perennial stream. There is vegetation downslope that will act as a filter for sediment runoff.
  3. What is the slope class affected by the fire? (Answer only one.)
    i. Fire occurred on slopes averaging >30%.
    ii. Fire occurred on slopes averaging 10-30%.
    iii. Fire occurred on slopes averaging <10%.
  4. What was the Fire Severity on the planned treatment unit? (Answer only one.)
    i. Fire was predominantly High severity. (Over half the burned area was high severity).
    ii. Fire was predominately Moderate severity. (Over half of the burned area are moderate severity or higher).
    iii. Fire was predominantly Low severity. (Over half of the burned area are low severity).
  5. Are there hazard trees within 1/8 mile of a structure or road?
