Agency: U.S. Department of Agriculture Natural Resources Conservation Service

Action: Notice of a Finding of No Significant Impact

Summary: Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations (40 CFR Part 1500), and the Natural Resources Conservation Service Regulations (7 CFR Part 650), the Natural Resources Conservation Service, U.S. Department of Agriculture, gives notice that an environmental impact statement is not being prepared for the Tumalo Irrigation District Modernization, in Deschutes County, Oregon.

For further information, contact Tom Makowski, Assistant State Conservationist for Watershed Resources and Planning, Natural Resources Conservation Service, 1201 NE Lloyd Blvd, Suite 900, Portland, Oregon, 97232, telephone: 503-414-3202.

Supplementary information: The environmental assessment of this federally assisted action indicates that the project will not cause significant local, regional or national impacts on the environment. As a result of these findings, Ronald Alvarado, State Conservationist, has determined that the preparation and review of an environmental impacts statement are not needed for this project.

The project purposes are to:

1) support existing agriculture through improved water delivery reliability;
2) improve water conservation in district conveyance systems;
3) reduce operation and maintenance costs for farmers and irrigation districts;
4) enhance habitat for fish and aquatic species in the Deschutes Basin by permanently conserving water instream; and
5) improve public safety by eliminating risks from open canals.

The planned works of improvement include piping up to 1.9 miles of Tumalo Irrigation District’s irrigation canals and 66.9 miles of laterals as part of an agricultural water conveyance efficiency project.

The notice of finding of no significant impact (FONSI) has been forwarded to various Federal, State and local agencies and interested parties. The FONSI and other supporting planning documents are available for public view on the following website:
