Emergency Watershed Protection Program

Through the Emergency Watershed Protection (EWP) program, the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) can help communities address impairments that pose imminent threats to lives and property.

EWP has two options for assisting communities and landowners -WEPP-Floodplain Easements and EWP Program - Recovery.

 

EWPP-Floodplain Easements (EWPP-FPE)

The EWPP-FPE program is for privately owned lands damaged by repetitive flooding - at least one flood event within the previous calendar year, or at least twice within the previous 10 years. Through FPE, eligible applicants voluntarily agree to sell a permanent conservation easement to NRCS. Compensation is determined by an appraisal.

EWPP-FPE Projects

In response to severe flooding as a result of the 2019 Halloween Storm, USDA’s Natural Resources Conservation Service (NRCS) is offering the Floodplain Easement Component of the Emergency Watershed Protection Program (EWPP-FPE) to landowners of residential properties in the Village of Whitesboro within the designated project area map found HERE

Landowners interested in applying for the program will have until November 13, 2020 to submit applications and associated documents as listed. Please use the application checklist found HERE:

  1.  AD-1153 Application for Long-Term Contracted Assistance

     - SAMPLE AD-1153 Form
     - Blank AD-1153 Form

  2.  Copy of Property Deed or other evidence of ownership

  3.  If multiple landowners are listed on property deed, landowners must provide full names, SSNs and breakdown of ownership shares

  4.  Site-specific eligibility evidence, containing:

     a.  Photos of home/property, documenting storm/flood damage from October 31, 2019

     b.  Insurance claims relative to the storm that occurred on October 31, 2019 ONLY. This will be accomplished by completing the Documentation of Other Recovery Assistance Form(s).

     c.  Engineering reports if homeowner had a condemnation report prepared by an engineer

     d.  Loss of income on the property (i.e. rental properties.) Documentation would include copy of a lease showing monthly rent, along with dates that renters had to vacate the property. 

  5.  Documentation of other disaster recovery assistance received and utilization of such funds

  6.  Authorization for appraiser to be on-site

There are three ways landowners may submit their application packages:

     - Mail (USPS/FedEx/UPS). Must be postmarked by November 13, 2020.
