The budget narrative provides a detailed explanation of how the funds included in the budget will be used (both Federal and non-Federal).  This budget narrative must be consistent with the SF-424A form and the direct and indirect budget categories.

The narrative must also reflect the value of any third-party in-kind contributions of property or services, which may not be charged to the Federal award either as a direct or indirect cost (2 CFR 200.434) (and is not listed in Section B of the SF-424), but is being used to meet cost sharing/matching requirements.  See Section B of the SF-424A instructions for additional detail.

The budget narrative will be incorporated into any resultant agreement and must reflect the total of both the Federal and non-Federal shares.
