14 Talladega Co EQIP ExecutiveSummary

The USDA-Natural Resources Conservation Service (NRCS) in Talladega County, Alabama, will hold a continuous signup for the Environmental Quality Incentive Program (EQIP) for the 2014 fiscal year.

The resource concerns that the following will be eligible for funding consideration:

  1. Irrigation Water Management
  2. Water Quality/Animal Waste
  3. Forestry and Wildlife
  4. Grazing Lands
  5. Erosion/Soil Quality

Applicants will be rated on a priority rating of high, medium, low, and none. All applicants rated as high will be funded first, medium second; low third; and none, if funds are available. One application per resource concern will be accepted per farm and a separate application will be made for each resource concern.

A high priority will be given to applicants that select one practice within a single resource concern. A medium priority will be given to applicants selecting two practices, a low priority to applicants selecting three practices and an applicant selecting four or more practices will be rated none. If two applicants sign up for the exact same practices and both rank the same then the one that has not participated most recently will be funded first, if neither have never participated then the least expensive will be funded first.

All applications received will be ranked according to the National 2014 EQIP ranking tool.

The first batching period will end on October 18, 2013. Any applications received after this date will be considered in the next batching pool if funds are available.

All program payment rates and eligible practices will be the same as on the Alabama NRCS EQIP Practice and Payment Schedule for FY 2014. Limited Resource Farmers, Socially Disadvantaged Farmers and New/Beginner Farmers will be paid at an increased payment rate.

The state’s list of eligible practices will be used with the following examples as one practice, this is not all inclusive:

  • Long leaf trees planted under the Forestry and Wildlife Resource Concern are restricted to containerized seedlings and a 7' x 10' or wider spacing.
  • For ranking purposes the application of practices 490, 612, 643, 338, and 394 will be considered as a single practice.
  • For ranking purposes the application of practices 642, 614, 516 will be considered as a single practice.
  • The application of practices 338 and 394 will be considered a single practice.
  • Perimeter fencing will not be funded.
