Hispanic Emphasis Program

The Hispanic Emphasis Program is an integral part of the total equal employment opportunity (EEO) program and is designed to:

  • Ensure that the Hispanic community receives equal treatment in all aspects of employment;
  • Increase the total number of Hispanics in all Professional, Administrative, Technical, Clerical and other occupations (PATCO) categories, series, and grade levels;
  • Provide opportunities to participate in training and training programs, such as career enhancement, graduate studies, and others;
  • Encourage the participation of Hispanics in all NRCS-sponsored programs and activities; and
  • Provide a network of professional support for Hispanics

On November 5, 1970, the Sixteen Point Program got its start with a presidential directive. The program highlighted the 16 major employment issues in the presidential directive and was designed to assure consideration of the needs and problems of persons of Hispanic origin in all aspects of Federal personnel management.
