Subject: MGT – Additional Guidance on WebTCAS Time Reporting

Purpose. To provide new information on timekeeping requirements.

We received additional guidance from NHQ regarding how to report extra hours in WebTCAS. In order to accurately capture performance time, all employees are required to record all hours worked in WebTCAS. All time should be recorded based on the benefitting program.

Employees covered by the Fair Labor Standards Act (FLSA) (FLSA Non-Exempt) are to be compensated for all hours worked in excess of their approved work schedule. In accordance with policy, the extra hours should be compensated as overtime unless the employee would prefer compensatory time in lieu of overtime. Non-Exempt employees may not work outside of their regular work schedule without the approval of their supervisor or supervisory chain.

FLSA Exempt employees can voluntarily work hours in excess of their approved work schedule. However, if Exempt employees are directed to work additional hours to meet performance expectations, compensation should be provided as compensation time or in some cases overtime. Exempt employees are to report extra (donated) hours according to the attached powerpoint slides. In order to capture extra hours, employees should edit their profiles to add the “Other” category on their timesheet. The “Other” category will be used to capture voluntary hours only. Please add extra lines in the Actual/Extra Clock Hours section and note the actual times when voluntary hours were earned. Selecting the “Other” category is by program; however, these hours are not submitted to NFC.

This process will allow states and NHQ to query WebTCAS to obtain extra hours worked by program.
