14 Perry Co EQIP Program Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Perry County, Alabama, will hold a sign up for the Environmental Quality Incentives Program (EQIP) for the 2014 Fiscal Year. Applications are being taken on a continuous basis.

The first cut off for applications to be considered under the first ranking and funding period is October 18, 2013.   If you file an application later than the deadline for the first funding pool consideration, your application will be considered in the next pool of funding, to be scheduled as needed, if additional funding is available.

Program Objective

The overall objective of the EQIP program is aimed at treating resource problems within Perry County to improve conservation and sustain the resource base. This includes cropland, grazing land, and environmentally sensitive areas impacted from food and fiber production.

Selected Resource Concerns

The local resources concerns to be addressed with the EQIP funds are as follows:

  • Pasture - Grazing Land Systems
  • Woodland – Forest health and Wildlife
  • Cropland - Erosion and Soil Quality
  • Water Quality/Animal Waste
  • Irrigation Water Management (efficiency only)

All applications will be ranked within each resource concern using an environmental benefits worksheet.  The state approved ranking sheet for the above listed resource concerns will be used in ranking the applications.   The highest ranking application (i.e. those applications with the highest environmental benefit points) within each resource concern will be selected for approval.  This sequence will continue until all funds have been allocated.  In the event of a tie between applications, the application with the lowest cost for benefits obtained will be considered for program payments.

All conservation practices, payments and restrictions on the Alabama NRCS state approved EQIP Practice and Payment Schedule will be available for use on Perry County farms.  Payment limits as found in the 2014 EQIP Handbook for Alabama will be adhered to for total payment amount per contract for conservation practices that have funding limits.

Additional limitations limit for Forage and Biomass Planting and Forestry contracts will be $10,000 per contract. Local funding limits for individuals qualifying as Limited Resource Farmers, Socially Disadvantaged, and New and Beginning Farmer for Forage/ Biomass Planting and Forestry contracts will not exceed $12,000.

Farmers are required to self-certify that they meet the requirements to qualify as a Limited Resource Farmer and a percentage of these applicants will be subject to NRCS State Office spot check.  New and Beginning Farmers will be required to provide documentation showing they have farmed for 10 years or less.
