Removing Obstructions and Debris from the Culebrinas River post-María

In June 2018, NRCS and partners completed one of the largest Emergency Watershed Protection Program (EWPP) debris removal projects (DSR number PR-MOC-001) in western Puerto Rico.

During Hurricane María, the existing steel bridge failed and collapsed into the channel of the Culebrinas River in Moca. The remnants of the failed steel bridge obstructed river flow and captured all the debris floating down the river. The existing accumulated debris exceeded 16,000 cubic yards in volume. This EWP project aimed to remove debris and other obstructions from the river to protect adjacent communities from imminent threats to life and property.

A 14-man crew from contractor Advantix Engineering Corp. used three long reach hydraulic excavators with hydraulic thumb buckets and a bulldozer to remove the accumulated vegetative debris, failed steel bridge and accumulated sediment from a 90-foot segment of the Culebrinas River. Continuous inspections were performed by NRCS engineers Victor Torres, Erika Justiniano and Rolando Collazo throughout the 10-day project. 

All the debris removed from the river was processed on a temporary site near the river using two excavators. The vegetative material was transported to the Andrew Acevedo Farm and non-vegetative debris was hauled to the Moca landfill (Las Vega Eco Park). See before, during and after photos below.


Removiendo Obstrucciones y Escombros del Río Culebrinas

En junio de 2018, NRCS y sus socios completaron el proyecto de eliminación de escombros más grande del Programa de protección de cuencas para emergencia (EWPP) (DSR #PR-MOC-001) hasta la fecha, en el oeste de Puerto Rico. Debido al huracán María, el puente de acero existente falló y colapsó en el canal del Río Culebrinas en Moca, Puerto Rico. Los restos del puente de acero obstruyeron el flujo del río y capturaron todos los escombros que flotaban río abajo. Los escombros acumulados excedieron 16,000 yardas cúbicas en volumen. Este proyecto EWPP tuvo como objetivo eliminar los escombros y otras obstrucciones para proteger a las comunidades adyacentes de amenazas inminentes as la vida y la propiedad. 

Un equipo de 14 personas con el contratista Advantix Engineering Corp. usó tres excavadoras hidráulicas de largo alcance con cubos hidráulicos y una excavadora para remover la basura vegetativa acumulada, el puente de acero, que se convirtió en escombro, y el sedimento acumulado de un segmento de 90 pies del Río Culebrinas. Las inspecciones del proyecto fueron realizadas por el equipo de ingenieros del NRCS Victor Torres, Erika Justiniano y Rolando Collazo durante la duración del mismo.

Los restos extraídos del río se procesaron en un sitio temporal cerca del río utilizando dos excavadoras. El material vegetativo fue transportado a la Granja Andrew Acevedo y los desechos no vegetativos fueron transportados al vertedero de Moca (Parque Ecológico Las Vegas).
