NRCS Conservation Programs - Civil Rights Reports

Chesapeake Bay Watershed Initiative (CBWI)

The Chesapeake Bay Watershed Initiative is a targeted effort to reduce nitrogen, phosphorus and sediment loads coming from private lands. Through CBWI, the USDA Natural Resources Conservation Service (NRCS) and its partners help private landowners and managers implement conservation practices that protect the watershed's soil and water resources while maintaining productive working lands. Farmers and forest landowners are planting stream buffers, restoring wetlands, properly managing manure, and implementing other conservation practices as part of CBWI. The Chesapeake Bay Watershed consists of all tributaries, backwaters, and side channels and their watersheds that drain into the Chesapeake Bay in Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia and the District of Columbia.

The Agricultural Act of 2014 (enacted on February 7, 2014) repealed funding for CBWI. The Regional Conservation Partnership Program (RCPP), which promotes coordination between NRCS and its partners to deliver conservation assistance to producers and landowners, now includes the authority for CBWI.

Contracts

NRCS enters into CBWI contracts with eligible producers or landowners willing to implement conservation practices. By entering into a contract, the producer or landowner agrees to apply specified conservation practices, and NRCS obligates funds to provide technical and financial assistance for planning and applying these conservation practices. CBWI contracts can be up to ten years in length. The table below reports the number of active or completed CBWI contracts signed during each contract fiscal year, and the acres associated with those contracts.

Civil Rights Data

The Natural Resources Conservation Service (NRCS), Civil Rights Division (CRD) places emphasis on Equal Opportunity for the Agency's employees and program customers. CRD strives to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable groups of society. Every employee, applicant, and customer must be treated fairly, equitably, and with dignity and respect.

CRD enforces federal statutes prohibiting discrimination on the basis of race, color, sex, national origin, religion, age, disability, sexual orientation, marital or family status, political beliefs, parental status, protected genetic information, or reprisal (retaliation) for prior EEO activity. Unlawful discrimination in any form will not be tolerated. The following tables present contract data for some of these items. Totals may not match contract totals due to how Civil Rights data is collected. Contracts may be counted more than once if they fit into more than one category.
