NRCS NEPA Documents and Supporting Analysis

Voluntary Public Access and Habitat Improvement Program (VPA-HIP)

The VPA-HIP is a competitive grants program that helps state governments and Indian tribes increase public access to private lands for wildlife-dependent recreation, such as hunting, fishing or hiking. VPA-HIP was authorized under section 1240R of the Food Security Act of 1985, as amended (16 U.S.C. 3839bb-5).  VPA-HIP grants are being awarded through announcements for program funding.  For more information visit the  NRCS VPA-HIP Web page

Fiscal Year (FY) 2014 VPA-HIP Grant Awards

In FY 2014, NRCS VPA-HIP grants were awarded to nine State governments and one Tribal government.  Because each of these awardees had received a previous VPA-HIP grant through the Farm Services Agency (FSA), a Programmatic Environmental Assessment (EA) already exists for each of the original grants.  In each case, NRCS is proposing to adopt the FSA EAs and, in some cases, supplement them to address new aspects of the state proposed program.  Click here for a copy of the previous FSA Programmatic EA for each of the NRCS 2014 VPA-HIP grant awardees.

NRCS notices to the public are being published at the State or Tribal level.  Copies of these public notices and Supplemental EAs will be made available as they are published.
