Section 10708 (a) of the Farm Security and Rural Investment Act of 2002, "Transparency and Accountability for Socially Disadvantaged Farmers and Ranchers; Public Disclosure Requirements for County Committee Elections," (2002 Farm Bill) requires an annual complication and public disclosure of data relating to the participation of socially disadvantaged farmers and ranchers in USDA programs. More than 70 programs are reviewed in compiling the narrative report, which contains more than 120,000 tables and 40 maps of USDA programs that are established exclusively for farmers and ranchers. The Section 10708 Report mandates both transparency and accountability in the participation of socially disadvantaged farmers and ranchers in programs of USDA. The Natural Resources Conservation Service (NRCS) is responsible for providing annual data and information to the Department for compiling the USDA Section 10708 Report which is submitted annually to Congress. The NRCS, Civil Rights Division (CRD) collaborates with the Agency's Office of Outreach and Advocacy to ensure an accurate release of data and information for the reporting requirement.
