Project Description

The Natural Resources Conservation Service (NRCS) is analyzing alternatives to rehabilitate Shem Dam (aka Winsor Dam) on the Santa Clara River due to past flood damage. Shem Dam has decreased in water storage capacity due to sediment deposition and has incurred structural damage due to flood events in 2011 and prior.

NEPA Analysis

This project is being partially funded by the NRCS Emergency Watershed Protection (EWP) Program to reduce potential impacts from future flood events affecting Shem Dam and the Santa Clara River. A National Environmental Policy Act (NEPA) Programmatic Environmental Impact Statement (EIS) was prepared by NRCS for the EWP program; however, this project does not fit within the analysis parameters of the Programmatic EIS since this project will increase flood protection above 2011 pre-flood protection levels. NRCS, as the lead federal agency, has initiated an additional NEPA analysis in the form of an Environmental Assessment (EA) to analyze impacts to the natural and human environment from this project. The EA will comply with the Council on Environmental Quality (CEQ) regulations at 40 CFR Parts 1500-1508, which require an evaluation of potential environmental impacts associated with federal projects and actions.

Current Status

The Draft Environmental Assessment Public Comment Period Closed on February 28, 2014.  NRCS compiled comments received and have completed the Final Environmental Assessment for the project.  The NRCS Utah State Conservationist has decided that a Finding of No Significant Impact is approved for the proposed alternative (Dam Rehabilitation – Stepped Rock Chute Sequence With Energy Dissipaters).

According to NRCS NEPA regulations, a 15-day public review period will be opened for the project since it is located in a wetland and floodplain.  The public review period will end on June 7, 2014
