Program Information

Socially Disadvantaged, Beginning, and Limited Resource Farmers/Ranchers, Veteran Farmers

The Food, Conservation, and Energy Act of 2014 (2014 Agricultural Act) continues to address the unique circumstances and concerns of socially disadvantaged farmers and ranchers, as well as beginning and limited resource farmers and ranchers. It provides for voluntary participation, offers incentives, and focuses on equity in accessing U.S. Department of Agriculture (USDA) programs and services. Enhancements include streamlined delivery of technical and financial assistance; improved programs and services; and flexibility in decision making (with most decisions made at the Tribal, State, or local level).

Historically Underserved Funding

Historically underserved farmer/rancher including beginning farmer/rancher [BFR], limited resource farmer/rancher [LRFR], and socially disadvantaged farmer/rancher [SDA] are eligible for a higher payment rate within all the statewide and county level programs under EQIP. Certification that participants meeting this requirement is made on the application form.  Definitions and additional information is available on the Socially Disadvantaged, Beginning, and Limited Resource Farmers/Ranchers web site.

Application Process, Eligibility and Evaluation Criteria

Applications will be accepted on a continuous basis, but only those received by the application ranking cut-off will be considered for the initial selections.  Funding selections will be made exclusively from those applications received.

Applicants may apply by completing the NRCS-CPA-1200 Application Form and Appendix and submit it to their local NRCS Field Service Center.

Eligible Practices and Payment Rates

The higher payment rates for the historically underserved categories are designated by the letters "HU" at the beginning of the line in the payment schedule in the statewide EQIP practice payment rates.
