To establish a collateral duty SEPM for the GLBT Emphasis Program in each state, area and center.

Background. In June 2009, Secretary Tom Vilsack signed Departmental Regulation 4230-002 creating the Special Emphasis Program for Gay, Lesbian, Bisexual, and Transgender (GLBT) employees. In November 2009, the NRCS Civil Rights Division selected Perry Stevens, State Public Affairs Specialist in Tennessee, to serve as the agency’s collateral duty GLBT Special Emphasis Program Manager (SEPM).

Now that our national GLBT SEPM is in place, each state is encouraged to select collateral duty GLBT SEPMs. As in the case of our other special emphasis programs, each GLBT SEPM should be a full participant in state Civil Rights activities.

  • State collateral duty GLBT SEPMs will ensure that special emphasis program activities are integrated into the overall equal opportunity program in the organizational unit. In this role, they will:
  • Advise the Directors, Regional and State Conservationists on matters affecting the employment and advancement of GLBT persons.
  • Serve as advisors or members to the civil rights committee in their organizational units to ensure that all NRCS activities are free from discrimination and that barriers to the recruitment, employment, and advancement of GLBT person are addressed.
  • Analyze and evaluate employment policies, practices, procedures, and workforce profile data (when available) to determine the existence of barriers to full participation, and report findings to the appropriate officials with recommendations for corrective action.
  • Coordinate or conduct educational and outreach programs (e.g. workshops, seminars, or other types of programs such as GLBT Pride observances).
  • Keep the national GLBT SEPM informed of field activities affecting Gays, Lesbians, Bisexuals and Transgender.
  • Serve as local representative at national, regional, and state meetings concerning GLBT issues.
  • Serve as communication link between employees and the national GLBT SEPM, keeping employees aware of GLBT SEP activities through memoranda, bulletins, newsletters, and other appropriate means.
  • Perform other duties related to the GLBT SEPM as identified by the Deputy Equal Opportunity Officer (DEOO), national GLBT SEPM, and GLBT SEP committees, as appropriate.
