Cost Computation for Watershed Rehabilitation Projects

The following series of worksheets is intended to assist with the computation of installation costs for Table 2 and the computation of cost-share amounts for the watershed agreement for single-purpose (flood damage reduction) watershed rehabilitation projects all of whose federal funding is PL 83-566. This worksheet will not provide accurate answers in other situations.

This document requires Microsoft Excel.

Instructions for use of worksheets:

1.  Complete heading information including Project Name and Alternative description
2.  Input site-specific data for each component of costs under "input costs" column.
3.  Worksheet will automatically compute Table 2 installation cost and cost-share distribution for NRCS and Sponsors, as well as print out Table 2 and the watershed agreement cost-share table.
4.  Add additional worksheets as needed.  Complete one worksheet for each alternative being evaluated.
5.  Refer to "footnotes" tab for a description of the footnotes referred to in the worksheets.
6.  Caution:  This workbook accurately computes costs for most situations.  However, all final numbers should be reviewed for accuracy.

General Notes:

A.  The "total installation cost" for Table 2 in the watershed rehabilitation plan is different than the "total eligible project cost" which is used to compute cost-share amounts for the watershed agreement (see table below for a comparison of the components of the two costs).
B.  The cost of all NRCS technical assistance (including planning and implementation) is not included in the "total eligible project cost" for computation of cost-share amounts in the watershed agreement.
C.  Sponsors receive credit toward their 35% cost-share requirement for the value of their eligible in-kind contributions in addition to their cash payments.
D.  In the event there were other project purposes or other funding sources, adjustments would have to be made to the worksheet templates.
