This course provides advanced-level training for NRCS Contracting Officer’s Representatives (CORs) who have significant field experience. It focuses on field application of COR responsibilities and duties as related to contracting under the Federal Acquisition Regulation (FAR) and Contracting Local Organizations (CLO). Subjects covered are:
Acquisition Reference Review;
Monitoring Contractor Performance;
Inspection and Acceptance;
Upon completion of this training, participants will be able to:
Identify current NRCS contracting references based on federal acquisition policies and agency guidelines;
Manage all appropriate activities prior to and after the award of a contract;
Identify and handle the contents of a standard contract package as required;
Monitor contractor performance and assist in completing all inspection and acceptance duties as required to ensure the quality and timeliness of the contracted work;
Assist the Contracting Officer in processing contract modifications and payments in an efficient and appropriate manner;
Assist the Contracting Officer in closing out contracts upon completion; and
Assist the Contracting Officer in documenting and reporting contractor past performance as required.
Previous certification as a COR Level III or equivalent field experience.
Engineers; geologists; government representatives; contracting officers’ representatives (CORs); construction inspectors; contracting officers; administrative personnel who are involved or anticipate becoming involved in project-type work accomplished by contract; and contractor personnel and technical staff.
