Working Effectively with American Indians (000090)
In order for USDA/NRCS employees to have a successful relationship with American Indians and Alaska Natives, this course will provide attendees with an understanding of this land’s history, the political complexities, government-to-government fiduciary responsibilities, and most importantly an understanding of the cultures and life from an American Indian and Alaska Native perspective. In addition, the course will enhance attendees’ skills pertaining to NRCS and American Indian tribal policy and procedures.
Upon completion of this training, participants will be able to:
Identify the key documents that define/describe Civil and Indian rights.
Describe why it is important to understand the government to government relationship and the steps to gain an understanding to establish a relationship with the tribal nations.
Identify the key NRCS policy regarding Trust Responsibility.
Outline the general process for implementing Trust Responsibility.
Explain the meaning of sovereignty.
Be able to apply consultation process.
Given a scenario, determine the questions to ask and identify the land’s status(s) in order to address planning criteria.
Briefly describe planning criteria associated with implementing Farm Bill and other programs with individuals, associations, Tribal nations and ANCSA Corporations.
NRCS management and field personnel involved in program delivery to Tribes/Alaska Corporations.
