In this paper, Douglas Helms, NRCS National Historian, reflects on the significance of the passage of the 1985 Farm Bill. Rather than presenting a chronological narrative, it provides some analysis
of why an environment favorable for passage came to be, and it draws a few lessons from the
experience.
