Subject:  ECS - FY13 Cultural Resources Update Training

Purpose.   To rescind and replace Maine Bulletin 190-13-3, dated March 5, 2013 regarding FY13 Technical and Joint FSA/NRCS Eligibility Responsibility Training.  NRCS is informing NRCS personnel of Cultural Resources Update Training in Maine.

Expiration Date.  September 30, 2013

The NRCS State Level Agreement with the Maine Historic Preservation Commission (MHPC) directed by the State Historic Preservation Officer requires update training for cultural resources every other year for NRCS field personnel.  NRCS field personnel include Certified Conservation Planners, Soil Scientists, and others who may complete ME-CR-1 Worksheets and are involved with conservation planning. 

This year’s training will cover several topics, including:  highlights of recent field activities; a review of Section 106 of the National Historic Preservation Act and the ME-CR-1 Worksheet; a talk by Christi Mitchell of the MHPC on determining boundaries of National Register properties; and a discussion of the nationwide, prototype programmatic agreement being drafted by National Headquarters.

Employees need to attend one of the training sessions listed below.  These sessions will be as follows:


                 Bangor State Office – Main Conference Room – March 26, 2013 – (9 – 11 am)
Lewiston Field Office – Conference Room – April 2, 2013 – (10 – 12 noon)
Presque Isle Field Office – Conference Room – April 10, 2013 – (9 – 11 am)

Since training will be offered in three locations, overnight travel expenses will not be permitted unless there is a scheduling conflict.  If there is a scheduling conflict, the employee must obtain their supervisor’s approval in order to participate in a more distant training site.  There is no formal registration required for this training, but attendance will be recorded by Human Resources.
