Subject: TCH – Section IV of eFOTG

Purpose. To announce a change in Section IV – Conservation Practice and to provide revised technical guidance for the planning and implementation of the Interim Conservation Practice – Seasonal High Tunnel System for Crops documents (Code 798).

Expiration Date. September 30, 2010.

Background. On January 5, 2010, National Bulletin 190-10-10, Seasonal High Tunnel Systems for Crops Interim Standard was issued. Based on feedback from States, some revisions were made to clarify purposes and technical criteria, and add additional flexibility for the application of the practice. The planning guidance contained in National Bulletin 190-10-10 still applies.

Explanation. The following revisions have been made to the Interim Conservation Practice Seasonal High Tunnel Systems for Crops (Code 798) Standard, Job Sheet and Landowner Recordkeeping files located on Section IV – A. Interim Standards:

  1. Removed the purpose to extend the growing season because extending the growing season is not a resource concern. However, “extend the growing season” in the definition of the interim practice was kept.
  2. Removed the “existing” cropland criteria from “Conditions Where Practice Applies.
  3. Added two additional resource concerns:
    • Improving air quality through reduced transportation inputs.
    • Reducing energy use through local consumption
  4. Added additional criteria for:
    • Improving air quality through reduced transportation inputs.
    • Reducing energy use through local consumption
  5. Clarified the criteria as to when the tunnel cover should be removed.
  6. Removed the reference to the Soil Condition Index (SCI) for the soil quality criteria.

We have maintained the criteria that the Seasonal High Tunnel shall be constructed using manufactured kits.
