Subject: CPA – Maine Policy for Conservation Planning and Environmental Compliance for FSA’s Conservation Loan Program, Conservation Reserve Program, and the Emergency Conservation Program.

Purpose. To explain the process to follow when providing conservation planning/environmental
compliance assistance to clients of the Conservation Loan Program (CLP),
Conservation Reserve Program (CRP) and Emergency Conservation Program (ECP).

Expiration Date. September 30, 2011

Attached is Maine NRCS’ updated policy on technical assistance for the Conservation Loan Program, Conservation Reserve Program and Emergency Conservation Program. Note that an Environmental Evaluation (ME-CPA-52) form signed by FSA is required before NRCS can provide technical assistance which directs or controls the outcome of a conservation plan or contract.
