Subject: CPA – Canada lynx Consultation Reporting Requirements for Fiscal Year 2011

Purpose. To announce the need to prepare an Annual Report on Field Office Use of the Canada
lynx Practice Effects Matrix.

Expiration Date. September 30, 2011

A matrix was developed to help NRCS planners make an Endangered Species Act (ESA) determination on effects of NRCS conservation practices on the federally threatened Canada lynx. The matrix was also developed to streamline and expedite interagency section 7 consultations required by the ESA.

The US Fish and Wildlife Service (USFWS) requires NRCS to prepare and submit an annual report on the number of “Not Likely to Adversely Affect (NLAA) Canada lynx” determinations made by the NRCS according to guidance in the lynx practice effects matrix. The report will satisfy mandatory interagency consultation reporting requirements of the ESA, and will also help document time savings accrued by both agencies from use of the matrix.

  1. Each field office within the range of Canada lynx will document the number of NLAA Canada lynx determinations made during the period of October 1, 2010 to September 25, 2011 on the attached spreadsheet. Please provide an electronic copy of the spreadsheet to Jeff Norment, Biologist by COB on September 28, 2011.
  2. The State Office will submit a compiled spreadsheet to USFWS by COB on or prior to September 30, 2011.
