Subject: LTP – Steps for Contracting 2010 EQIP – Conservation Activity Plans (CAPs)

Purpose. To deliver a step-by-step outline for contracting 2010 EQIP-Financial Assistance (FA) CAPs.

Expiration Date. September 30, 2010

This bulletin transmits a step-by-step outline of the process for contracting and completing CAPs FA funds. Funds are available in the FY10 EQIP Planning fund pool in Protracts. Applications for CAPs do not need to be screened or ranked prior to contracting. Once Protracts allows you to set applications to an Approved status, you may proceed directly to contracting.

Currently, we have Technical Service Providers (TSPs) in Maine for the following CAPs and are offering the following CAPs statewide:

Comprehensive Nutrient Management Plan (CNMP)
Conservation Plan Supporting Organic Transition (CPSOT)
Forest Management Plan (FMP)
Agricultural Energy Management Plan (AgEMP)

Currently, there is a TSP certified to conduct the CAP-Agricultural Energy Management -Component 2-Headquarters Plan Development. However, there are no TSPs certified in the CAP-Agricultural Energy Mgmt-Component 1-Landscape Plan Development. Therefore, contracts for CAP-Agricultural Energy Mgmt-Component 1-Landscape Plan Development should not be contracted.

Maine NRCS is working with potential TSPs on becoming certified in the below listed CAPs but at this time there are no certified TSP; therefore, Maine NRCS is not presently offering the following CAPs:

Fish and Wildlife Habitat Plan
Grazing Management Plan
Integrated Pest Management Plan
Irrigation Water Management Plan
Pollinator Habitat Plan

Once a TSP is certified for one of these CAPs, a bulletin will be issued announcing their availability.
