SUBJECT: ECS – Policy revision on requirements for employees developing Comprehensive
                       Nutrient Management Plans (CNMPs)

Action Required: September 30, 2010

Purpose. Policy revision on requirements for employees developing CNMPs.

Expiration Date. September 30, 2010

NRCS issued a revised national policy on CNMPs. The State Resource Conservationist and State Conservation Engineer are analyzing the changes Maine NRCS will need to make to implement this revised national policy. The revised policy in General Manual, Title 190, Part 405 Comprehensive Nutrient Management Plans, Subpart B 405.11 requires for certification in the Manure and Wastewater Handling and Storage Element of CNMP (E) (1) (v) “Knowledge of the concepts and principles contained in the NRCS Air Quality, Climate Change, and Energy Course and the NRCS Air Quality Resource Concerns Course, or equivalents”. The revised policy also requires these same courses for certification in the Land Treatment Element of CNMPs (E) (4) (vii) policy, “Knowledge of the concepts and principles contained in the NRCS Air Quality, Climate Change, and Energy Course and NRCS Air Quality Resource Concerns Course, or equivalents.” In Maine, employees certified in CNMP Manure and Wastewater Handling and Storage Element or the CNMP Land Treatment Element are required to successfully complete the following two courses by September 30, 2010. Both of these courses can be accessed through AgLearn.

• Air Quality, Climate Change and Energy – NRCS-NEDC-000253 (estimated time to complete is 90 minutes).

• Air Quality Resource Concerns – NRCS-NEDC-000258 (estimated time to complete is 60 minutes).
