Subject: AGN – Receipt for Services Requirements

Purpose. To inform field office employees of the requirement to issue a receipt for NRCS services rendered or denied.

Expiration Date. October 1, 2010

Background. In reference to National Bulletin 130-10-5, it states that “Section 14003 of the 2008 Farm Bill amends section 2501A of the Food, Agriculture, Conservation and Trade Act of 1990 to require that the Secretary of Agriculture issue a receipt for service or denial of service to any current prospective producer or landowner who requests one”, and that the Department is developing a common form and procedures.

In the interim, we must comply with this requirement. Therefore, fillable temporary receipt forms have been posted to the Maine Sharepoint under each field office/staff folder. There are individual and general templates for each employee. The reason for individual templates is because the form requires a receipt number, and there would be a degree of difficulty to have one numbering system for each office/staff. Therefore, each individual will have their own numbering system until further notice. A sample of the receipt is attached.

Please note that a receipt:

• Is required only if requested.
• Must be given at the time of the request. Therefore, copies of the template should be with you when making field visits. In cases of written requests, a receipt should be sent as soon as possible after the request is received. A copy of the receipt should be maintained in the client’s case file.
