The Black Emphasis Program provides information on and focus to issues such as employment, promotion, training, retention, and career enhancement affecting Black employees, applicants, and customers in NRCS.It is the policy of the NRCS to conduct a positive and continuing Black Emphasis Program (BEP) that provides equal employment opportunities for Blacks in all personnel management policies and practices, as well as participation in NRCS-sponsored programs and activities.
The Black Emphasis Program is an integral part of the overall equal employment opportunity function in NRCS.The objectives of the program are to:
Increase the number of Blacks in professional, administrative, and technical occupations
Eliminate concentrations of blacks in single interval series to diversify and create advancement opportunities throughout all occupational levels and all disciplines
Encourage the participation of blacks in all NRCS sponsored programs and activities
Provided a network of professional support for Blacks in NRCS
