SUBJECT:  National Engineering Handbook Part 651, Engineering Technical Materials

Purpose:  To update the approved lists for in-vessel composters and approved waste storage and handling structures, and to update normal precipitation listings.

Expiration Date:  Upon receipt.

Explanation:

1. The existing Illinois composting supplement to the Agricultural Waste Management Field Handbook (AWMFH) has been updated to include an additional approved manufacturer of in-vessel composters, the Dutch Composter. This notice distributes Illinois supplement IL 10-81(7).

2. Illinois NRCS has updated the preapproved list for manufactured waste storage and handling structures. Cover-All Building Systems has gone out of business, and is being removed from the approved list. Britespan Building Systems, Inc has agreed to improve the warranty on their hoop buildings, when funded by NRCS in Illinois. As a result, certain Britespan hoop style roofs have now been determined to meet NRCS standards and may be used in practice designs involving roof structures. This notice distributes Illinois supplement IL 10-23(2-3).

The approvals of the listed structures depend on proper implementation of the certification procedure for each site-specific design, as outlined in the attached supplements. NRCS will not provide technical assistance for the design of these structures, beyond cursory review and approval as outlined in the National Engineering Manual (NEM). The program participant will be responsible for securing the services of an Illinois licensed engineer for design and construction certification.

3. Illinois NRCS has updated the normal monthly and annual precipitation values for locations in the state of Illinois. The values represent the mean precipitation at the location from 1971 to 2000 from the National Climatic Data Center (NCDC). Pages from existing supplement IL10C-4 with monthly runoff percentages for concrete and unsurfaced lots in Illinois are unchanged in content but have been renumbered to align with the new precipitation listings. This notice distributes Illinois supplements IL 10C-4(1-7).

The Illinois NRCS engineering website will be updated to include the revised supplements at http://www.il.nrcs.usda.gov/technical/engineer/eng_index.html. These supplements will also be posted to the NRCS eDirectives website at http://directives.sc.egov.usda.gov/.

Filing Instructions for holders of Agricultural Waste Management Field Handbook binders:
  1. Remove AWMFH Chapter 10 IL supplements 10-81(7), 10-23(2-3), and 10C-4(1-13).
  2. Print the attached new AWMFH supplement IL 10-81(7) on green paper, and file in the AWMFH after page IL 10-81(6).
  3. Print the attached new AWMFH supplement IL 10-23(2-3) on green paper, and file in the AWMFH after page IL 10-23(1).
  4. Print the attached new AWMFH supplement IL 10C-4(1-7) on green paper, and file in the AWMFH after page 10C-4.
