The Disability Emphasis Program Manager encourages employment of qualified persons with disabilities. These opportunities include a broad range of grade levels and occupational series within NRCS.

The Veterans Emphasis Program is directed at assuring that all veterans, particularly Vietnam Era and disabled veterans have the full measure of equal program participation and employment in the Federal service. The legal basis for the program include the Veterans Preference Act of 1944 (codified as 5 USC 2108); 5 USC 3114 (non- competitive appointing authority for 30 percent or more disabled veterans) and the Veterans Readjustment Appointment (EO I 1 521); Vietnam Era Readjustment Assistance Act of 1974 (38 USC 2104).


Disability Awareness Month 2012The Disability program seeks to:

  •  Promote understanding and appreciation of individuals with disabilities.

  • Create full participation in a work environment that capitalizes on creativity and richness.

  • Promote understanding of the requirements of the Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990.

  • Provide reasonable accommodations and accessibilities.

  • Encourage managers to provide career enhancement and promotions for people with disabilities.

The Veteran's program seeks to:

  • Eliminate concentrations of veterans in single interval series to diversify and create advancement opportunities.

  • Encourage the participation of veterans in all NRCS-sponsored programs and activities.

  • Provide a network of professional support for veterans.

  • Ensure that the veteran’s community receives equal treatment in all aspects of employment.

  • Provide opportunities to participate in training and training programs such as career enhancement, graduate studies, and others.
