158th AWRBIAC Meeting Minutes
October 28-30, 2008
Call to Order and Welcome
Mr. Bo Bolourchi, Chairman, called the 158th Meeting of the Arkansas-White-Red Basins Inter-Agency Committee (AWRBIAC) Meeting to order on Tuesday, October 28, 2008 at the Cherokee Casino Resort in Catoosa, Oklahoma.

Ms. Elizabeth Beat, U.S. Corps of Engineers gave the Treasurer’s report stating the balance in a re-located AWRBIAC account amounted to $1228.27. Mr. Greg Stanley worked out ½ expense of typical room rental from $400.00 to $200.00 for this meeting. Registration fees of 30.00 per person were collected to cover the room rental and services provided. All attendees submitted appropriate registration fees. Treasurer’s report accepted and moved by Mr. Stanley, seconded, and approved.
Approval of Minutes of the 156th Meeting
Chairperson Stanley asked for the minutes to be approved or asked for any corrections. No corrections or concerns and minutes subsequently motioned to accept, seconded, and approved.

Mr. Stanley made the motion to adjourn.
Chairperson Bolourchi asked if there was any more business before adjourning. Motion seconded approved and with that, Chairperson Bolourchi adjourned the Meeting at 5:30 PM.

The Arkansas-White-Red Basins Inter-Agency Committee Meeting reconvened at approximately 9:00 AM on Wednesday, October 29, following breakfast.
Approval of Minutes of the 157th Meeting
Chairperson Bolourchi asked for the minutes to be approved or asked for any corrections. No corrections or concerns and minutes subsequently motioned to accept by Mr. Stanley, seconded, and approved.
Continuation of Agencies Five-Minute Reports

Mr. Greg Stanley introduced the speaker for the morning session.
“The Future of Integrated Water Resources Services”

2007 Flooding in Oklahoma – Science of Streamflow and flood frequency

Chairperson Bolourchi adjourned the meeting for lunch at 11:15 am and asked that we all meet in the lobby at 12:30 pm to load up and travel to tour the Port of Catoosa.
Tour – Port of Catoosa
Tour began in the local museum by a curator whom explained the history of the port. An informative video further providing history and current operations was given afterward. A tour of the first tug boat “Charlie Border” was given which further expanded to a land tour around the port, providing information pertaining to barge operations and the surrounding industry. The process of loading and unloading goods was shown along with statistics that compared the cost-benefit of the barge industry to other modes of transportation along the McClellan-Kerr Arkansas River Navigation System.
Call to Order Thursday, October 30, 2008
Unfinished business discussion began at 8:15 am regarding our next meeting.
Discussion of Louisiana as a potential location for our next meeting. The board discussed that
Pueblo, Colorado projects such as reservoirs, groundwater surface water interactions, and water diversions from the Arkansas River would be of interest. Mr. Greg Stanley motioned to identify Canon City as the next location. Mr. Steve McIntosh seconded the motion. Further discussion to identify the meeting dates as the latter half of October, 2009. Committee approved motion and passed. The committee assigned Mr. John Gage to facilitate venue and tour of nearby projects.
Topics for technical program of the 159th meeting Mr. McIntosh identified an interest in interstate water transfer as a meeting theme. Motioned made, Mr. Bob Blazs, motioned seconded by Mr. Greg Stanley and subsequently approved. Further discussion identified that individual speakers need to keep presentations technically informative as a result of the sensitivity of interstate water transfer issues. Mr. Bo Bolourchi identified the Sabine River Compact, between Texas and Louisiana. Other discussion recommended someone from Grand River Dam Authority (GRDA) along with the Texas and/or Oklahoma Water Plans. The committee identified that all presentations need to be available on a flash drive or CD-ROM.
Further discussion of new influence and need to draw interest from other states. Discussion of mission of meeting and history. AWRBIAC identified as information exchange as primary function; however, committee recognized as having the capacity to make recommendations.
New Business discussion identified further information exchange concerning the federal Principals and Standards being revised by the US Army Corps of Engineers. Discussion of changing cost-benefit ratios pertaining to projects among other things that would affect other federal and state agencies. Revision of cost to benefit ratio from 1:1 to 1.5:1 has been revealed (with exception of some environmental projects).
The committee recognized a benefit in contacting Mr. Larry Prather, Chief, Legislative Management Branch of the US Army Corps of Engineers, to provide information to the committee during the next 159th meeting concerning revisions to principals and standards.
Mr. Anderson Neal also added that further discussion and information surrounding the 2008 farm bill would be beneficial during the next 159th meeting. Ms. Elizabeth Beat, treasurer, noted that we need to remind participants to bring a registration fee to the next meeting. The registration fee, paid by cash or check, should be presented in the meeting notice and agenda so that all attendees will be notified in advance.
Mr. Stanley made the motion to adjourn. Mr. Blazs seconded.
With that, Chairperson Bolourchi adjourned the Meeting at 10:00 AM.
