Field Service Delivery Team Operational Guidance

  • Teams are empowered to operate as a unit.
  • Each team annually, with concurrence from ASTC(FO), selects a Team Leader.  The Team Leader can be any NRCS employee on the team.  Team Leader responsibilities are included in the selected employee’s Performance Plan.
  • All team members have a performance element relating for contributions to the team.
  • Team leader receives assistance from other team members to help offset additional workload associated with being team leader (Soil Conservationist used where possible to provide opportunities for training).
  • Opportunity for on the job training (OJT) is provided for all employees where possible.
  • Placement of Soil Conservationist is based upon opportunity for training with training DCs and Soil Conservation Technicians (SCT).
  • Team meetings are held at least quarterly.
  • Team staffing and location is based upon recommendation by Field Service Delivery Teams.  (Example: team may have 5 staff above DCs, may want 3 SCTs and 2 Soil Conservationists (SC)).
  • Each FSC will have a DC.  SCs and SCTs will be supervised by the DC in the FSC in which they are assigned.
  • Each team has a GS-9 Team Civil Engineering Technician (CET) supervised by the Area Resource Engineer or a GS-9 Team Resource Conservationist (RC) supervised by the Area Resource Conservationist (ARC). The type position recommended by the Field Service Delivery Team based on work load assessment and concurred with by the ASTC(FO). 
    • The Team CET is responsible for assisting with training, 5% spot checks and providing assistance in heavy workload situations, assist team leader with tracking and addressing workload for engineering practices for the team.  Team CET is also available for project work.
    • The Team RC is responsible for assisting with training, 5% spot checks and will provide assistance in heavy workload situations, assist team leader with tracking and addressing workload for the team.  Team RC also serves as acting DC when needed.
  • Performance appraisals for Soil Conservation Technicians have input from Team Civil Engineering Technician and/or Engineer.
  • Performance appraisals for Soil Conservationists include input from other DCs.
  • Team leaders serve on the Area Leadership Teams along with the ASTC(FO), Area Engineer, Area Resource Conservationist and others assigned by ASTC(FO).
