this whole dept should be shut down.  it accomplishes nothing of value for the average american citizen and requires billions to run.  i also want you to know that details on he program are virtually unreachable on the regulations gov website, which is very unreliable website.  you canno access the details on the project.  please send me the regulation in paper form so that i can further comment on it for the record. jean public 8 winterberry court, whitehouse station nj 08889.
