National Cartography and Geospatial Center (NCGC) Restructure

National Cartography and Geospatial Center (NCGC) staff at workThe NRCS NCGC is implementing the Government’s Most Efficient Organization as the winning bid in the recently completed A-76 Competitive Sourcing Study. The new NCGC structure will be in place by November 2004 and will consist of the Most Efficient Organization (MEO), the Continuing Government Organization (CGO), and the Resource Technology Branch (RTB). The RTB (NCGC’s information technology staff) was not included in the A-76 study.

The NCGC-CGO will perform governmental functions that were deemed “Not Prudent to Contract” and that were excluded from the Cartography and Geospatial Services Performance Work Statement (PWS). The CGO will be named the Geographic Sciences Branch (GSB) under the NCGC Director who will also serve as the Geographic Sciences Branch Chief. The NCGC-MEO will perform all functions that were identified in the Cartography and Geospatial Services PWS and will be named the Geospatial Technology Branch (GTB) under the Geospatial Technology Branch Chief who will serve as the MEO Project Manager.

Originally staffed by 103 full time equivalent (FTE) employees, the NGGC will drop to 82 FTE in the first year of implementation and then to 76 during the second and third years, and finally to 70 during the fourth and fifth years. “NRCS/NCGC customers can continue to expect NCGC to provide quality technical leadership, products, and services for NRCS,” said Tommie Parham, NCGC Director. The NRCS Competitive Sourcing website will soon post an organization chart of the new NCGC.
