VI. Transportation of a House Trailer
If authorized by your administrative officer, you may be allowed a mileage rate
for transportation of a house trailer or overland transportation cost for a boat
when you use it as your home. A per mile rate is allowed if your house trailer
is towed by a privately owned vehicle. This expense includes all transportation
costs including ferry fares; bridge, road, and tunnel tolls; and all other
charges. This mileage payment will be in addition to any mileage allowable for
the transportation en route of yourself and your family in a personal vehicle.
If your house trailer is towed by a commercial transporter, you are allowed the
carriers' actual charges for transportation of your trailer. The amount NRCS can
pay you cannot exceed approved tariffs for movement of a trailer of its size and
type for the distance involved. In addition you will also be allowed ferry
fares; bridge, road and tunnel tolls; taxes, and fees charged by a state or
municipal authority for permits to transport house trailers in or through its
jurisdiction. You may be paid the following cost of preparing your mobile home
for movement and resettling it at the destination:
- Blocking and unblocking.
- Labor costs, removing, and installing skirting.
- Cost of separating, preparing, and sealing each section for movement.
- Cost of reassembling the two halves of a double-wide mobile home.
- Travel lift fees.
You cannot be paid the costs for maintenance, repairs, storage, insurance for
valuation of trailers above the carrier’s maximum responsibility, or any charges
designated in tariffs as "Special Services" when it is part of the
transportation expense.
If your house trailer or boat is transported partly by a commercial carrier and
partly by some other means, the expenses described above apply to the respective
parts of the transportation. The total combined cost to NRCS cannot exceed the
cost for transportation and 90 days temporary storage of 18,000 lbs. of
household goods and personal effects moved for the same distance.
When you use a boat as your primary residence, an allowance for transportation
over-water shall include, but not be limited to:
- Cost of anchoring and unanchoring.
- Cost of fuel and oil used for propulsion of the boat.
- Cost of pilots or navigators in open water.
- Cost of a crew.
- Charges for harbor pilots.
- Cost of docking fees incurred in transit.
- Harbor or port fees and similar charges related to entry in and
navigation through ports.
- Cost of towing, whether in tow or towing by pushing from behind.
