Larry S. Holmes, Director, Outreach DivisionLarry S. Holmes became Director of the NRCS Outreach Division on April 22, 2002. He is responsible for managing the NRCS Outreach Staff and providing national leadership for policy development, coordination, quality assurance and related outreach activities.

Mr. Holmes previously served as the NRCS National Small Farms Coordinator on the Resource Conservation and Community Development Staff under the Deputy Chief for Programs. He also was the NRCS contact to the National Commission on Small Farms and helped frame the USDA Small Farms policy.

Mr. Holmes began his career as a student trainee in Tappahannock, Virginia. He has served SCS and NRCS in several positions in Virginia, Maryland, and NHQ including Soil Conservationist, District Conservationist, RC&D Coordinator, Director, National Plant Materials Center and as Special Assistant to the Deputy Under Secretary of Agriculture for Natural Resources and Environment.

A native of King and Queen County, Virginia, where he grew up on his family’s farm, Mr. Holmes received a BS Degree in Agriculture Education from Virginia State University.
