OverviewThe focus of the Wetlands Reserve Program (WRP) in Louisiana is to restore the vast alluvial deltas that were cleared and converted to agricultural production in the 1960s and 1970s. The production of soybeans and a major emphasis in production agriculture caused thousands of acres of bottomland hardwoods to be cleared and drained. At the present time, agriculture prices are so depressed that some landowners are looking to WRP to save the farm. It is estimated that at least 20 percent of the farmers in Louisiana this year will not farm because of their lack of cash flow. Naturally, farming the marginal lands that are suitable for WRP are some of the first to be affected. Most landowners are interested in WRP because of their interest in restoring wetlands for recreational use and to preserve their land for future generations. Others are interested because it is a financial safety net and an opportunity to save their farm. Louisiana currently has recorded WRP easements on about 130,365 acres. Most WRP easements have at least 20 percent of the area's hydrology restored and the remaining acreage is restored to bottomland hardwoods. The total WRP investment in Louisiana, not including technical assistance, is approximately $95 million. BenefitsEcological values include improved wildlife habitat, enhanced water quality, floodwater retention, and groundwater protection. Under WRP the landowner retains ownership of the land. Therefore, the landowner still pays taxes on it and thereby helps the local economy. Also, WRP adds more money to the local economy and improves the environment.
